The short answer is no, because the Bible teaches against it.
Here are details:
By definition, shapeshifting is the act of changing physical form.  Usually into form of animals.
The Bible tells us that we are created in God’s image.  In addition, we were given dominion over animals (Genesis 1:26-27)
Genesis 5:1-2 and James 3:9 are two more examples of how we are made in God’s image
Therefore we should be aspiring to be like God through Jesus Christ, not like animals.
Furthermore, Romans 12:2 tells us:
And do not be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is that good and acceptable and perfect will of God.
This is another example telling us we should strive for God’s perfect will, not to strive to be like animals.
We can also come at this from another aspect.  The act of shapeshifting is demonstrating the belief that animals have a quality that is coveted.  This is essentially worship.
As the first commandment, Exodus 20:1 makes it clear that we should put nothing before God.
Romans 1:25 makes it clear that it is wrong to worship creation rather than that creator.
